Can the boots be worn over stocking neoprene waders?
Yes, but why? Unusual combination of a neoprene wader and this boot. Typically, the boot is worn where there is at least some chance of submersion and one typically would not wear waders when you might be submersed/swim.
You would wear over the waders if you were Kayaking! At least that’s what I would do.
